Larry J. Hart is the Founder and Principal of L. J. Hart & Company. He started the firm in 1991 after having spent fourteen years as Senior Vice President in Public Finance with Dain Bosworth, Incorporated.
Mr. Hart works primarily in structuring municipal financings in Missouri, Illinois, and Wyoming for school districts, cities, towns, counties, and other issuers. He has had primary responsibility for numerous major financings. In addition, Mr. Hart has experience as the Financial Advisor to many school districts, cities, counties, and other issuers in the general area.
During his many years of experience, Mr. Hart has provided these services for numerous issuers totaling in excess of six billion dollars. L.J. Hart & Company completed more than 2,000 separate financings totaling about $5.4 Billion in its twenty seven years as an independent firm. This is very indicative of the respect and loyalty local government issuers have for Mr. Hart as a result of his previous work for them and others. Mr. Hart has consulted extensively with bond attorneys in St. Louis, Kansas City, Denver, Salt Lake City, Omaha, Minneapolis, Houston, New York and other locations. He is an active participant with the legislative process in various states. In almost all instances, Mr. Hart's involvement with bond issues and lease financings was as sole senior manager and included active participation in the marketing and syndication process to successfully distribute the product. He serves on the Board of Advisors for the Missouri Association of Rural Education. Mr. Hart is also a member of the St. Louis Regional Commerce and Growth Association. The company is an associate member of the Missouri School Boards Association, the Missouri Association of School Business Officials and the Chamber of Commerce of the City of Chesterfield.
Mr. Hart's former activities include eight years service with United States Navy, departing in 1976 as a Lieutenant Senior Grade. While in the Navy, his duties included being a Naval Science Department (NROTC) instructor at Northwestern University; Personal Aide to the Commandant of the Ninth Naval District, Weapons Officer aboard the U.S.S. Henderson (DD-785); and Division Officer aboard the U.S.S. Forrest Royal (DD-872). He is originally from Powell, Wyoming and is now residing with his wife, Judi, in Chesterfield, Missouri. He is registered with National Association of Securities Dealers. He has passed the Series 53 (Municipal Securities Principal), the Series 28 (Financial Operations Principal) and Series 7 (General Securities) Exams sponsored by the National Association of Securities Dealers. In February 2016, Mr. Hart participated in the Pilot Series 50 Municipal Advisor Representative Qualifications Examination and achieved success. Mr. Hart received his Bachelor of Science Degree in Mechanical Engineering from the United States Naval Academy. He earned his MBA from the Northwestern University's J.L. Kellogg graduate School of Management. His majors in graduate school were Finance, Management policy, International Business and Managerial Economics.

Thomas J. Pisarkiewicz joined L.J. Hart & Company as a Vice President in April 2006 and was promoted to President of the Firm on October 3, 2017. Tom is a graduate of Saint Louis University with a Bachelor of Science in Accounting from the John Cook School of Business. After graduating from college, Tom joined BKD, LLP where he successfully passed the Certified Public Accountant (CPA) exam and gained experience in a wide range of accounting, auditing, tax and business consulting experience.
At L.J. Hart & Company, Tom is a team leader that is responsible for bringing a financing to market and arranging for a successful closing. He has passed the Series 53 Municipal Securities Principal Exam, Series 28 Financial and Operations Principal Exam, the Series 52 Municipal Securities Representation Exam and the Series 63 Uniform Securities Agent State Licensing Exam and the Series 50 Municipal Advisor Representative Qualification Exam.

Courtney B. Wegman, C.P.A. was offered an initial position as Assistant Vice President in April 2013 and became Vice President in January 2014. In May 2009 she graduated from the University of Missouri of Columbia, Missouri School of Accountancy, earning her Masters of Accountancy degree (4.00/4.00 Cumulative G.P.A) and ranking number one in her class of 150. This followed her graduation in May 2008 with the degree of Bachelor of Science in Accountancy (3.99/4.00 Summa Cum Laude). Upon completion of her university education, Ms. Wegman passed the Certified Public Accountant exam and joined the accounting firm Deloitte and Touche, LLP. She began as a staff auditor from September 2009 through August 2011 when she received a promotion to Senior Auditor. In that capacity Courtney supervised and managed financial statement audits for several major Saint Louis based corporations. She performed these multiple audits with teams of up to six auditors in addition to being tasked with developing client relationships and identifying, researching, and resolving accounting issues. While at Deloitte and Touche, she received the honor of appointment to the 2013 Generation Y Managing Partner Advisory Council (1 of 131 people selected from 41,250 professionals) amongst numerous other performance awards.
Ms. Wegman’s responsibilities at L.J. Hart & Company are to include active participation with senior management to supervise the many financings in progress to ensure correctness of the cash flow analysis spreadsheets, debt service computations, accuracy of preliminary and final official statements, and the monitoring of the closing process. After successfully passing the Series 52 and Series 63 exams required by the Financial Industry Regulatory Authority, Courtney became heavily involved in the development of new business relationships and presentations at conferences and at meetings with issuers. She is the vice president in charge of the firm’s training program along with assistance from Neil Branham. She masters new challenges rapidly and is expected to be a key factor in the firm’s future growth. Courtney, her husband Brad, and son reside in Chesterfield, Missouri. She is a 2004 graduate of Francis Howell High School of St. Charles County, Missouri. She passed her Series 52 Municipal Securities Representative Exam and the Series 63 Uniform Securities Agent State Law Exam in August 2013. She passed the Series 50 Municipal Advisor Representative Qualification Exam in August of 2017.

Dr. John C. Rinehart joined L.J. Hart and Company as a Vice President on July 3, 2023, following retirement after eight years as Superintendent of Schools from the West Platte R-II School District of Weston, Missouri. Dr. Rinehart concluded 31 years in public education in the state of Missouri upon retiring. His education career began as a volunteer assistant football coach at South Nodaway R-IV in Barnard, Missouri while attending college. After completing college, he was a teacher-coach in the North Callaway R-I School District in Kingdom City, Missouri; Clinton #124 School District in Clinton, Missouri; Appleton City R-II School District in Appleton City, Missouri; and the Centralia R-VI School District of Centralia, Missouri. While at Centralia he was appointed high school principal, a position he served in for six years. He then became the Superintendent of Schools for the Albany R-III School District in Albany, Missouri for three years until moving to West Platte.
Dr. Rinehart earned his Bachelor of Science degree at Northwest Missouri State University in Maryville, Missouri. A Masters in Secondary Education Administration as well as a Specialist in School Administration were both earned from William Woods University in Fulton, Missouri. In December of 2016 he graduated with a Doctorate of Education in Education Leadership and Policy Analysis from the University of Missouri-Columbia in Columbia, Missouri.
At L.J. Hart and Company, Dr. Rinehart aids Administrators and Boards of Education in the development of long-range financing plans for future facility needs, assistance with current budgeting issues, and other services that might prove beneficial based upon his experience with Missouri School Finance. Additionally, he is responsible for the development and preparations of cash flow spreadsheets and debt service schedules used to assist issuers with the selection of financing options available for specific projects. Dr. Rinehart is registered as a Municipal Securities Representative with the Financial Industry Regulatory Authority (FINRA).
Dr. Rinehart has been a member of the American Association of School Administrators, the Missouri Association of School Administrators, and the Missouri Association of School Business Officials. Dr. Rinehart was President of the Northwest Missouri Association of School Administrators for the 2019-2020 term.

Dr. Wesley T. Townsend accepted a position with L.J. Hart & Company in July 2018 as a Vice President. Prior to joining L.J. Hart & Company, Dr. Townsend served as the Superintendent of Schools of the Pleasant Hill R-III School District of Cass County, Missouri for fifteen years. The Pleasant Hill R-III school district is approximately 30 miles southeast of the Kansas City metropolitan area, has a budget of $23,500,000 and enrollment of 2,159 students with a total staffing level of 241 at the time of his retirement. He is especially proud of the strong budget of the District, the successful passage of three general obligation bond issues and the numerous renovation and expansion of facilities improvements that occurred under his leadership. The District received the Accreditation with Distinction Award for performance from the State of Missouri Department of Elementary and Secondary Education (DESE) and met one hundred percent of the state Annual Performance Review (APR) Standard for seven consecutive years with an in- crease in APR from 83.9% in 2012 to 95% in 2017.
Before his long term at the Pleasant Hill R-III School District, Dr. Townsend was the Superintendent at the Hayti R-II School District of Pemiscot County, Missouri for three years after previously serving as the high school and junior high principal and seven years as the Industrial Arts Teacher and Coach. While at Hayti R-II School District, Dr. Town- send led the effort to improve the District APR from meeting only two to ten of the state’s twelve standards.
At. L.J. Hart & Company, Dr. Townsend will provide assistance to Administrators and Boards of Education in the development of long range facilities and financing plans. He will also be available to help with the Districts’ budget- ing and tax rate levy setting process and other services based upon his lengthy experience with Missouri School Finance. Dr. Townsend will be available to meet with new superintendents of clients of the firm to show his knowledge gained in thirty years of public education in Missouri to help them with various issues of concern. Dr. Townsend earned his Doctor of Education Administration from St. Louis University in May 2000 with pervious receipt of his Specialist in Educational Administration and Master of Science in Educational Administration from Arkansas State University respectively in December 1995 and August 1993. He has been a member of the Missouri Association of School Administrators (MASA), the Missouri Association of School Businesses Officials (MOASBO), The American Association of School Administrators (AASA), Missouri Association of Rural Education and the Greater Kansas City Administrators’ Association. He was the West Central MASA Distinguished Pearce Award Nominee in 2018. Dr. Townsend and his wife Lee Ann currently reside in Pleasant Hill, Missouri.

Dr. Jeffrey D. Lindsey joined L.J. Hart & Company as a Vice President in March 2019 following his retirement as the Superintendent of Schools of the Ste. Genevieve County R-II School District. Dr. Lindsey spent 30 years of his life in public education beginning as a high school math teacher at the Van Buren R-I School District for a four year period advancing to high school principal for eight years followed by becoming the Superintendent for twelve years. Dr. Lindsey then accepted the position as Assistant Superintendent at the Ste. Genevieve County R-II School District in 2012 and after two years in that position was appointed to Superintendent where he completed another four years. He has held numerous adjunct professor positions with Missouri State University, William Woods University, Southwest Baptist University, and Three Rivers Community College with the primary responsibility of teaching educators to earn their specialist qualifications to become administrators. Among the Honors awarded to Dr. Lindsey during his involvement with public education were Rotary International Paul Harris Fellow Designation, MASA Executive Committee (2015-2018), DESE Commissioner’s Advisory Committee (2011-2013), Kansas/Missouri Superintendents Forum, MASA Legislative Committee Co-Chair (2010-12, 2016-2018), MASA Pearce Award Nominee 2010, 37th Judicial Circuit Drug Court Planning Committee, and Missouri School Improvement Plan Statewide Advisory Committee.
Dr. Lindsey earned his Bachelor of Science Degree in Education at Missouri State University of Springfield, Missouri as well as his Masters in Educational Administration in 1992 and Specialist in Educational Administration in 1997. He completed his Doctorate of Education at Saint Louis University in May 2000.
At L.J. Hart & Company, Dr. Lindsey will provide assistance to Administrators and Boards of Education in the development of long range financing plans for future facilities needs, help with current budgeting issues, and other services that might prove beneficial based upon his lengthy experience with Missouri School Finance. In addition he will be responsible for the development and preparations of cash flow spreadsheets and debt service schedules used to assist issuers with the selection of financing options available for specific projects. Bradley M. Wegman, C.P.A. (“Brad”) began working at L.J. Hart & Company in July 2012 and currently serves as a Vice President. Brad is a 2008 graduate of the University of Missouri of Columbia, Missouri with a Bachelor of Science Degree in Accountancy (Cum Laude) where he also earned his Masters of Accountancy in May 2009. His first position upon completing his university studies was with the public accounting firm BKD, LLP in the St. Louis, Missouri office where he gained experience in a wide range of accounting, auditing, and tax matters. Brad successfully passed the Certified Public Accounting Exam (CPA) and has been licensed since 2010.
At L.J. Hart & Company Brad develops debt service schedules, cash flow analysis spreadsheets, and prepares responses to requests for proposals for general obligation and capital facilities lease financings. He gathers data for issuer’s existing financings that is helpful for pricing, marketing, and research purposes. L. Todd McCrackin (“Todd”) joined L.J. Hart and Company in July 2017 following retirement as Superintendent of Schools in the East Newton County R-VI School District. Mr. McCrackin spent 14 years in school administration, the last seven of those years as Superintendent. He retired after a total of 29 years of service in public education. Mr. McCrackin began his teaching career as a Social Studies teacher and coach in the Cassville R-IV School District. After eight years he took a similar position in the East Newton County R-VI School District. Later Mr. McCrackin spent one year as Principal at Wheaton R-III School District, before returning to East Newton County R- VI School District becoming high school principal. Overall Mr. McCrackin spent 20 years in the East Newton R-VI School District. All of Mr. McCrackin’s education career has been in southwest Missouri.
Mr. McCrackin earned his Bachelor of Science Degree at Arkansas Tech University in Russellville, Arkansas. He completed his Master Degree in Secondary Administration from Missouri State University in Springfield, Missouri. He later earned his Specialist Degree in Educational Administration from Lindenwood University in St. Charles, Missouri.
At L.J. Hart and Company, Mr. McCrackin‘s primary responsibility is to assist the company in covering issuers in the southwest part of the state of Missouri and the Springfield Missouri area. Mr. McCrackin will provide assistance to Administrators and Boards of Education in the development of long range financing plans for future facilities needs, help with current budgeting issues, and other services that might prove beneficial to school districts. In addition he will be responsible for the development and preparations of cash flow spreadsheets and debt service schedules used to assist issuers with the selection of financing options available for specific projects that maintain budgetary goals of Boards of Education. He passed his Series 52 Municipal Securities Representative Exam in December 2017, the Series 50 Municipal Advisor Representative Qualification Exam in March 2018. and the Series 63 Uniform Securities Agent State Law Exam in April 2018.

Neil A. Branham was offered an initial position as a Financial Analyst in June 2015. He was promoted to Senior Financial Analyst in March 2018 and Assistant Vice President in January 2020. In December 2014 he graduated from the University of Missouri in Saint Louis earning a Bachelors of Science in Business Administration with an emphasis in Finance with a final grade point average of 3.30 on a 4.00 scale. As a result of his stellar performance playing high school basketball, he was offered a full-ride scholarship to play at the University of Missouri in Saint Louis. Neil played each year during his time at University of Missouri in Saint Louis, leading the team to winning seasons. His prior work experience included an internship as a financial representative at Northwestern Mutual in Saint Louis.
Some of his responsibilities at L.J. Hart & Company involve preparing debt service schedules and cash flow analyses for specific financings. He is assigned to the team lead by President Thomas J. Pisarkiewicz, which brings with it a multitude of projects, such as the research and development of preliminary and final official statements for general obligation bond and capital facilities lease certificate of participation financings. Mr. Branham provides good support to his team leader for a large spectrum of new money and refunding financings, and he regularly helps with the numerous administrative tasks associated with the successful pursuit and completion of specific projects as well as responses to requests from proposals that are typical in the field of Public Finance. He coordinates the firm’s training program along with Courtney Wegman. Neil has passed the Series 52 Municipal Securities Representative Exam, the Series 63 Unified Securities Agent State Law Exam and the Series 50 Municipal Advisor Representative Qualification Exam administered by FINRA. Neil graduated from Troy Buchanan High School and currently resides in St. Louis, Missouri.

Falguni M. Patel joined L.J. Hart & Company as a Public Finance Analyst in February 2024. She graduated from the Goldey – Beacom College in Wilmington, DE where she earned a Master of Business Administration degree in Finance in May 2010. Ms. Patel had the skill set, background, and credentials to become a Regional Marketing Director as an insurance agent because she was passionate about helping people in the community. She specialized in providing Life Insurance, Health Insurance, Kids education planning, Retirement Planning with annuities through several top-rated insurance companies and Estate Planning. When not working, she enjoys spending time with her two sons. Ms. Patel has more than a year of experience as a personal banker with impressive banking skills and financial knowledge. She was awarded the banker of the month in the west group of St Louis, Missouri.
Ms. Patel’s activities at L.J. Hart & Company include research and data gathering efforts to complete preliminary and final official statements for general obligation bonds and lease financings, the coordination of the closing process featuring the timely wiring of funds and the completion of post-closing correspondence to assist our clients with budget preparation and recording of journal entries. She currently resides in Saint Charles, Missouri.
Ms. Patel is a welcome addition to the staff at L.J. Hart & Company. She recognizes that many activities in public finance often occur at the same time and that one needs to be very attentive to sometimes shifting priorities. She seems to want to quickly learn the details of the municipal bond business which will increase her value to the clients of the firm in the near term.

Kristina M. Tibbits (“Krissy”) graduated from Maryville University of St. Louis, Missouri where she earned a Bachelor of Science Degree in Actuarial Science and Accounting. Ms. Tibbits exemplified academic excellence in her courses of study by maintaining a G.P.A of 3.92 on a 4.00 scale while working several hours each week with her internship at L.J. Hart & Company. Prior to accepting this assignment with the firm in the Fall of 2014, Ms. Tibbits was an accounting intern at Eagle Business Products, LLC of Louisiana, Missouri. Her community service activities are commendable and involve Assistant Teacher for kindergarten in Louisiana R-II School District, Country Colorfest, St. Patrick Center of St. Louis, Heart to Heart Community Outreach, American Legion Junior Girls, and the YWCA of Florissant, Missouri. Honors at Maryville University include Omicron Delta Kappa Leader- ship Honor Society (President), Delta Mu Delta International Business Honors Society, and Alpha Lambda Delta Freshman Honor Society. She also managed to be a participant with student member- ship Maryville Accounting Association (President), Actuarial Science Club, and the Keith Lovin Insti- tute for Leadership and Values. Since Kristina has already worked eighteen months as an Intern for L.J. Hart & Company, her intern- ship was not identical to that of those only spending the summer months with the firm. Some of the assignments in this program include the development of debt service repayment schedules utilizing the Munex software, cash flow analysis spreadsheets with excel software and the associated corre- spondence involved with each project. Ms. Tibbits also performs many routine office administrative tasks such as preparing mailings, binding proposals, filing of documents and composing correspondence. As an analyst/ administrative assis- tant Kristina is assigned to a team led by Courtney B. Wegman , as they complete numerous public finance activities for the company. She contributes considerable support to Ms. Wegman in managing the firm’s school bus lease financing program. Krissy has passed the Series 52 Municipal Securities Representative Exam and the Series 63 Unified Securities Agent State Law Exam.

Erin A. McManus graduated from the University of Missouri in Columbia, Missouri where she earned a Bachelor of Science degree in Business Administration with a double emphasis in Finance and Banking and Real Estate in May 2019. Ms. McManus demonstrated academic proficiency by maintaining a G.P.A. of 3.77 on a 4.00 scale. Erin’s honors at the University of Missouri feature the Trulaske College of Business Deans List, the Curators Scholars Award, the B&S McAuliffe Scholarship, and the Ginger Bryant Scholarship. Ms. McManus was an active member of the Alpha Delta chapter of the Gamma Phi Beta Sorority and also volunteered with senior citizens at The Bluff’s nursing home in Columbia, Missouri. She served as an Intern with L.J. Hart & Company during the summer of 2018 and was enthusiastically welcomed back as an analyst.
Some of her current activities include the development of debt service repayment schedules utilizing the Munex software, Form C debt service levy preparation, cash flow analysis spreadsheets with excel software and the associated correspondence involved with each project. Erin is from St. Louis, Missouri and is a graduate of Ursuline Academy high school in Kirkwood, Missouri.
Erin applied herself remarkably well upon rejoining the firm and successfully passed the Series 52 Municipal Securities Representative Exam in September 2019, the Series 63 Unified Securities Agent State Law Exam in November 2019 and the Series 50 Municipal Advisor Representative Qualification Exam in February 2020. Erin was promoted to Senior Financial Analyst in recognition of her diligent effort to pass these exams in a rapid manner. She currently resides in Richmond Heights, Missouri.

Matthew G. Haug is currently a student at the University of Arkansas in Fayetteville, where he is studying for a Bachelor of Science Degree in Business Administration, with an emphasis in Fi- nance and Accounting. Mr. Haug is a good student as illustrated by the 3.69 grade point average on a 4.00 scale and is anticipating graduation in May 2021. He is a member of the Pi Kappa Alpha Fraternity, Alpha Zeta Chapter. Matt belongs to the following Honors programs: the Sam Walton College of Business Dean’s List and Alpha Lambda Delta Business Fraternity. Matt has previously worked as a line employee at Waterway Gas & Wash. This summer internship of 2018 with L.J. Hart & Company for Mr. Haug is designed to introduce him to many of the investment banking functions of Public Finance with a special emphasis on Missouri County and Public School District entities. His assigned mentor is Courtney B. Wegman, CPA, and the two of them will work closely together in a variety of public finance activities.
Some of the objectives in this program include the development of debt service repayment schedules utilizing the Munex software, cash flow analysis spreadsheets with Excel software and the associated correspondence involved with each project. Mr. Haug also performs many routine office administrative tasks such as preparing mailings, binding proposals, filing of documents and composing correspondence. Part of the internship will also emphasize his active participation with senior management in the preparations for the master staff meeting in July and the obser- vation of numerous daily activities aimed at creating a better understanding of the complexities involved with business leadership Matt is from Webster Groves, Missouri and is a graduate of Webster Groves High School.

Connor T. Brickler is presently a student at Maryville University in St. Louis, Missouri where he is studying for a Bachelor of Science in Accounting with a minor in Finance. Mr. Brickler demonstrates academic proficiency by maintaining a GPA of 3.57 on a 4.00 scale and is anticipating graduation in May of 2021. He is on track to sit for the CPA exam post-graduation and is currently a member of the Campus Activities Board. While completing his internship at L.J. Hart & Company, Connor will be working closely with his assigned mentors, Kristina M. Tibbits, Neil A. Branham and with Erin A. McManus. Some of the objectives this program include the development of debt service repayment schedules utilizing the Munex software, cash flow analysis spreadsheets with excel software and the associated correspondence involved with each project. Mr. Brickler also performs many routine office administrative tasks such as preparing mailings, binding proposals, filing of documents and composing correspondence. Part of the internship will also emphasize his active participations with senior management in the preparations for the master staff meetings in January and July and the observation of numerous daily activities aimed at creating a better understanding of the complexities involved with business leadership. Connor is from Fenton, Missouri and is a graduate of Rockwood Summit High School.
